Spot markets are getting a quiet bid on Sunday while Europe’s crypto lending playbook still sits outside MiCA.
The European Commission is reviewing whether to bring crypto-asset lending and borrowing under the Markets in Crypto-Assets framework. DG FISMA opened a targeted consultation on May 20, 2026. Lending is not a MiCA service today. This is not a vote and not a live rule.

What sits in MiCA, and what does not
Recital 94 left lending and borrowing of crypto-assets, including e-money tokens, outside MiCA’s list of regulated services. ESMA Q&A 2883, dated June 18, 2026, is blunt: there is no specific lending licence under MiCA. CASPs still owe the general MiCA duties that already attach to them. That split matters for community utility. You can own the asset, list it, offer it, and custody it under clearer rails, yet the yield and borrow layer remains a separate legal question.
DG FISMA’s Unit B4 Digital finance is running the targeted review and consulting ESMA and the EBA. The mandate sits in Articles 140 and 142 of Regulation (EU) 2023/1114. A full assessment report is due in June 2027 and may travel with a legislative proposal. None of that is a passed rule, a rushed MiCA 2 brand, or a licence you can file for tomorrow morning.
Open window, hard dates
Status on the Commission side is open. The official deadline is September 30, 2026, at 23:59 CEST after an extension. Secondary writeups that floated an earlier August close are not the clock stakeholders should use. Feedback now shapes the June 2027 assessment. It does not flip candles today and it does not invent a lending passport overnight.
For high-energy communities watching ownership stack by stack, the contrast is simple. Spot is ripping a little, alts are mixed, and DOGE is outrunning the heavyweights on this print. Policy is still in consult mode. Utility products that depend on lending sit in the lane MiCA deliberately left open, while every other core market function already has clearer map lines.
